wedges are definitely ok. pretty much every girl on my tour had a few pairs of heels/wedges. they definitely dont have to be closed toe. i would reccomend wedges over heels because sometimes walking on cobble stone is difficult even with a tiny heel because it gets caught in the cracks or you misstep on one of the rocks/bumps. if you really want to bring heels though, you should be able to manage fine, just be careful. id reccomend one pair of sneakers in case you want them for rainy days or long walking days. i mostly wore flip flops every day with only a couple exceptions. most other people seemed to wear flip flops too. one girl wore heels around the city a couple days. i would definitely NOT reccomend that. some cities like rome and paris entail a lot of walking and your feet will be pretty sore by the end of the day.
for those of you looking to meet your tour mates, youll have an easier time if you go to the forums page and find your trip on the meeting place section.
i just went on european panorama (month long tour) in june/july. i think all but one or two people had suitcases. one had a bag you carry on your back and one had a duffel. if you plan on buying souvenires i would consider a suitcase to protect the fragile ones. i cant say for the snow/sludge since i was there in summer, but i can say that typically you dont have to walk all that far from the coach to the hotel entrance (im not sure of budget/camping tours), so i dont think it would be that hard to get a suitcase around. you might consider going to the meeting place for your tour and seeing what your tourmates will be bringing.
